On Monday February 22, 2010 Mayor Kasim Reed will join John C. Mellott for a presentation to the Pension Reform Panel on the current state of Atlanta’s Pension Plan. The panel is comprised of Subject matter experts and key stakeholders from the public and private sections. John C. Mellott was named Chairman of the Pension Reform Panel after Mayor Reed’s transition into his Administration. On February 4, 2010 PACE met with Pension Board Committee member Alfred Berry to gain a better understanding of pension rumors and facts such as:

1. Cause of Actions is based on 2008-09 negative CPI

2. 45-75 Total Retirees will be impacted by the negative CPI (recent 2008-09 retirees)

3. Negative CPI will only affect COLA and NOT base salaries

4. COA Code only allows for 3% COLA increases with anything over going into a reserve

PACE will have a seat on the Mayor’s Pension Task Force that was announced on February 3, 2010. Jon Calloway will be the representative on that Committee for PACE. COO Peter Aman released preliminary data on Employee Salary vs CPI Analysis in an email to City Council Members on February 12, 2010. PACE Executive Board met on February 16, 2010, to discuss the recertification issues that all unions need to resolve. Now that the drop period has closed, PACE is on a high volume drive to recruit new members to become a part of our elite organization. Members are strongly encouraged to bring at least one new member to join to help meet our recertification goal. To date, we had no members to drop during the month of January 2010.

PACE officials met with Mayor Reed to discuss legislation and pension issues on Thursday February 4, 2010. PACE gained 24-hour access to the Mayor and staff (per Mayor Reed) to meet with PACE Officials whenever he was not on location outside the City. PACE will continue its dialog with the Executive and Legislative branch as the City moves into FY11 budget preparations.

PACE was able to Lobby a 4-3 vote to hold a walked in Legislation presented by Keisha Lance Bottom and C.T. Martin to introduce legislation, giving Department Heads and Commissioners the ability to hire new employee’s above the mid-point and up to the top of the salary range without Council approval. The City of Atlanta- Mayor Franklin and the City Council voted to end Furloughs. As of July 2009 City of Atlanta Employees will return to work on Friday’s with Pay. The Proposed budget set for adoption on June 30,2009 for FYI 2010 was apart of a Special Call Meeting on June 29th, 2009 and final FYI 2010 budget recommendations were added. >

Union Members can review ordinances 09-O-0773 (2) A Substitute (#2) Ordinance by Finance/Executive Committee adopting the FY 2010 proposed budget; and for other purposes. Members should also review the ordinance 09-O-1005 (4) An Amended Ordinance by Finance/Executive Committee to amend Chapter 114, Personnel, Article “V’, Classification Plan of the Code of Ordinances, City of Atlanta, Georgia, so as to transfer positions, abolish and create positions and classifications; provide for certain position reclassifications, and other personnel actions in line with the 2010 Budget; provide authorization for Wastewater Treatment and Collection Apprentice Program Compensation; and for other purposes. >

Due to this credit some may have to pay because too little taxes were taken out of your earnings. You may qualify for the Special Relief. 2.If you did not file for your First Time Buyers Credit on you 2008 taxes, you are still eligible for the First Time Buyers Credit Expands. The $8000 Tax credit does not have to be paid back or added to your filing status. This is only for home buyers purchasing a home for the first time 04/01/2009 until 12/31/2009.

3.This Year There is an Enhanced Credits for Tax Year 2009,2010, and additional Child tax Credit

4.Up to $2,400 in Unemployment Benefits Tax Free in 2009

5.Economic Recovery Payment- $250 for Social Security Recipients, Veterans and Railroad Retirees.

6.Energy Efficiency and Renewable Energy Incentives- What you can do to reap tax benefits.

7.COBRA- Persons who lose/lost their job can qualify for reduce COBRA for period up to 15 months.

8.Health Coverage Tax Credit- The credit increases from 65% to 80% or qualified health insurance premiums and more people are eligible.
