Mayor Franklin’s Letter for FY2009 Budget

Mayor Franklin made several projections in her letter concerning balancing the budget, she includes what departments were downsized and commented on movement of more personnel. The Letter indicated that her budget proposed eliminating 788 positions (removed) from the cities budget; 441 reductions in force (RIF) with 347 vacant positions abolished. She wrote of transferring 616 positions out of the general funds of which 383 are considered in the Solid Waste Service positions and 166 in the newly created E911

"It's like a sore and you are poking at the sore," said Gina Pagnotta (center), a 9-year Public Works employee who is president of the 357-employee Professional Association of City Employees (PACE). PACE had a Union Member meeting April 29th to inform workers of pending LayOff notifications. PACE was available at City Hall May 1, 2008 when notifications were enforced; currently PACE is assisting Union Members with Appeals for the RIF action imposed by the City Of Atlanta. Members are urged to use the Appeal Process to insure that the RIF's action was performed in accordance to Applicable codes and by-laws. Union members Riffed has 5 days to use the appeal process after receiving notice. PACE Union will provide the Legal Representation for Laid-Off union members. Members must contact the PACE Union Office or union President, Gina Pagnotta before the deadline.

Retention system (Length of Service):

In order for Evaluations scores to count they must be considered "Effective Evaluations" toward your retention. The lowest effective evaluation scored is 80 points, an average score is 100 points and outstanding is a score of 120 points. Each employee earns ½ point per month towards Length of Service for retention, with a maximum of 6 points per year. The Yearly retention points for 20 years of Service = 200, and the maximum Yearly retention points = 240 up to Retirement.

To calculate your score, you must add your current year Evaluation score to the number of points you have earned for yearly retention.

ALERT-PACE HELP RIF MEMBERS

PACE will continue to assist RIF-ED Union personnel with personal needs. Union Members must contact PACE this week. A Union meeting will be scheduled within the next 10 days to explain upcoming PACE actions Plans. PACE will also continue Accidental Insurance Coverage for RIF personnel as long as memberships are active.

PACE Union Official's Notified of RIF's and Layoffs

City of Atlanta's Department of Human Resource (DHR) office notified PACE Union official's concerning the city's Reduction in Force (RIF) and Layoff's action plans. A meeting with Top Union Official's and DHR is scheduled on Monday April 21, 2008 to obtain pertinent information. Union official's will share the results of the meeting with Union Members on April 29th at the PACE Union General Assembly at Atlanta's City Hall.

Union President Gina Pagnotta contacted DHR Manager David Jones to ask important questions pertaining to the RIF's and Layoff's, to provide Union Members with answers to questions they may have. A List of the questions and answers are listed below:
